I think it is best for an organization to establish an internal format for communication while also being adaptable to other forms of communication should the established protocol break down for whatever reason. A system that empowers people to express their ideas and learn from others is always going to be something that works well.

I feel a system of deliberation where people are able to put in their input and learn from others and then finally decisions can be made as to a plan of action are great. Once a decision is made I think some form of written and electronic communication should be used not only for record-keeping but in easily sending a uniform message to many without using extra resources and time.
