The economic analysis should be more comprehensive than that of your executive summary, considering the nature of the U.S. healthcare system, socioeconomic factors, and behavioral models of stakeholders that influence interpretations and outcomes. The document should not be solely based on emotion, although it should include sentiment to motivate positive change.

The goal of the document is to persuade the reader that your recommendations for inclusion, exclusion, and modifications should be incorporated into the final version of the legislation. Specifically, it must address the following elements:

- Describe how the intended consequences of the legislation will positively and/or negatively impact the key health issue once implemented in a realistic environment.
