It is not rational planning or the capitalist city that has harmed our cities, but white supremacist planning, “racial planning [which] is found hiding in plain sight†(p. 4) throughout America’s urban (and rural) development. Williams substantiates his theory of racial planning by presenting three modes by which American planning upholds a white supremacist condition and its system of racial capitalism. Name and define each of Campbell’s associated conflicts. Next, review the news articles to consider transportation planning in the LA region. You can find at least one example in the provided articles that illustrates Campbell’s conflicts. You can also find an illustration showing the conflict in action or, perhaps, a resolution.
