In this policy paper, I will explore the issue of urban homelessness and its implications on city governance and social services. The introduction will define homelessness as a persistent urban challenge characterized by inadequate access to affordable housing and social support systems. Recognizing its complexity, the paper will present statistical data illustrating the scope of homelessness in major cities, alongside a historical overview of how urban homelessness has evolved over the past decades.

To substantiate the statistical analysis, I will utilize sources such as the Annual Homeless Assessment Report (AHAR) by the U.S. Department of Housing and Urban Development (HUD), reports from the National Alliance to End Homelessness, and city-level homelessness data provided by municipal government reports. For historical context, sources such as "Homelessness in America: A History" by Spindell and the Urban Institute's research on past homelessness trends will be referenced.

Regarding policy approaches, the first approach will focus on London's Housing First initiative, which prioritizes providing stable housing as a foundation for service integration. The second approach will examine the "Safe Streets" program in San Francisco, emphasizing outreach, shelter provision, and law enforcement strategies. These approaches differ primarily in their emphasis: London's Housing First aims to stabilize housing before addressing other issues, while San Francisco's program emphasizes immediate intervention and law enforcement cooperation.

The effectiveness of these approaches will be assessed based on recent reports and evaluations. London's Housing First has demonstrated significant reductions in chronic homelessness and improved quality of life among the homeless population. Conversely, San Francisco’s "Safe Streets" program has yielded mixed results, with some successes in outreach but ongoing challenges in long-term homelessness reduction. I conclude by evaluating the sustainability and adaptability of each approach for different urban contexts.
