The purpose of this assignment is to build research skills introduced in the course through application of the skills to a significant real world social change issue. You will also build writing and public presentation skills. For this assignment, you will carry out strategic research or policy research on a social change topic that is of interest to you, using methods and/or databases introduced in the class. You must include a topic statement that briefly describes your topic, planned scope of research, data sources, and methods. The written report should detail your research and findings, with an analysis of approximately [specified word count]. The report must be typed, double-spaced, using 12-point font, with 1-inch margins, and submitted in .pdf, .docx, or .rtf format. If your project involves significant non-writing elements such as mapping, numerical tabulations, or mathematical calculations, consult with the instructor to see if the written length can be adjusted accordingly.

The topic is up to you; you can select and research a social change issue of your choosing. You have two options for the type of research:

Option A: Strategic Research

Strategic research involves gathering information necessary to make informed decisions about strategy and tactics in a social change campaign. Examples include developing a campaign research profile, drawing a power map for a local issue, mapping a workplace or employer, examining health and safety violations, or analyzing political contributions from companies or industries. You may choose your own subject or select from some suggested topics such as:

  • Filipino Migrant Center investigating wage theft violations by caregiving agencies across the South Bay (Long Beach, Carson, Torrance, San Pedro, etc.)
  • California Faculty Association analyzing financial aspects of the CSU, including trends in faculty and administrative pay, campus debt, or contracts for services
  • Mask off Maersk investigating the company's role in weapons transport to Israel

Option B: Policy Research

Policy research involves systematically examining existing or potential impacts of public policies, such as laws or regulations. You will gather and assess existing research and arguments regarding policy solutions for a social issue. Examples include evaluating the impacts of affordable housing policies, minimum wage increases, or workplace heat regulation policies.

The chosen research project will focus on investigating wage theft violations by caregiving agencies across the South Bay region of California, specifically targeting Long Beach, Carson, Torrance, and San Pedro. This issue is of significant importance as it directly impacts a vulnerable workforce—migrant care workers—who often face exploitation due to systemic neglect or lack of enforcement. The research aims to shed light on the prevalence, patterns, and regulatory gaps related to wage theft, contributing to strategies for advocacy and reform.

The scope of research includes collecting data from multiple sources such as labor rights organizations, government labor enforcement agencies, and archival records. Methodologically, this research combines qualitative approaches—interviews with affected workers, advocacy groups, and legal experts—with quantitative analysis of wage theft incident reports and enforcement actions. It will also incorporate policy analysis of existing laws and enforcement mechanisms to identify gaps and opportunities for policy intervention.

The research will rely on databases like the U.S. Department of Labor’s Wage and Hour Division records, local government labor complaint portals, and reports from nonprofit organizations working with migrant workers. Mapping of agency networks and employer-employee relationships will be part of strategic analysis to understand exploitative practices' structure and dynamics.

The ultimate goal of this project is to inform advocacy efforts aimed at strengthening enforcement, closing regulatory gaps, and empowering workers through legal and community support. The research findings will be compiled into a comprehensive report that evaluates current enforcement challenges, identifies patterns of wage theft, and recommends specific policy and community-led strategies to combat the issue effectively.

By conducting this research, I hope to develop a nuanced understanding of how systemic factors facilitate wage theft and how targeted policy measures and strategic activism can mitigate injustices faced by migrant care workers. This project emphasizes the importance of research skills in making evidence-based decisions for social change and underscores the role of detailed data analysis in shaping effective advocacy strategies.
