Students will select an organization that has a homeland security mission. The assignment involves conducting detailed research and analysis on the chosen organization and developing a strategic plan to guide its progress over the next three to five years. This plan is a long-range strategic document, not an emergency response or incident plan. It should outline how to transition the organization from its current state to its desired future state within the specified timeframe.

The course emphasizes understanding how strategic planning helps homeland security organizations establish their strategy, make informed decisions, allocate resources effectively, and manage programs efficiently. There are three graded components for this project. Students must use a provided sample Strategic Plan exactly as a template; failure to do so will result in the assignment being returned ungraded. The submission must include:

  • Chapter 3: The Strategic Plan
  • Chapter 4: Conclusions and Recommendations

The complete submission should contain:

  • Cover Page
  • Table of Contents
  • Updated Chapter 1 (revised based on instructor feedback)
  • Updated Chapter 2 (revised based on instructor feedback)
  • Body of Chapter 3 (approximately 8.5 pages of narrative) including an introduction, problem restatement, mission and vision statements, description of the strategic plan, and a chapter summary
  • Body of Chapter 4 (approximately 1.5 pages of narrative) including conclusions and recommendations
  • References page

Throughout all chapters, students must cite sources following the APA 6th Edition style. A minimum of seven sources is required, including at least:

  • Three online sources
  • Three print sources
  • At least one reference from course texts

Research must be scholarly, with proper citation. Internet sources may be used but should be credible; Wikipedia is not acceptable. All assignments are subject to the university’s plagiarism policy.
