The Delphi technique is a structured communication process originally developed for forecasting and decision-making by expert panels. It involves multiple rounds of anonymous surveys where experts respond to questions, receive feedback summarized collectively, and then revise their answers in subsequent rounds. This iterative process continues until consensus is reached. The primary advantage of the Delphi method is that it minimizes the influence of dominant personalities and encourages independent thinking, which enhances the objectivity and accuracy of predictions or decisions (Loo, 2002).

Traditional brainstorming, on the other hand, involves a group gathering to generate ideas spontaneously without immediate critique. This approach emphasizes free thinking and the pooling of diverse perspectives. Group members are encouraged to build upon others’ ideas, fostering creativity and innovation.
