This problem is rooted in factors including family instability, poverty, systemic discrimination, and lack of affordable housing. The consequences are profound, impacting not only the individuals directly affected but also communities, healthcare systems, and social services that bear the costs of supporting homeless youth.

The policy selected for this proposal is the Homeless Youth and Trafficking Prevention Act (HYTPA), introduced in 2020 by advocates seeking to expand federal funding for programs that provide housing, mental health services, and educational opportunities for homeless youth. This legislation aims to address the root causes of youth homelessness by increasing access to transitional housing and integrating trauma-informed care approaches. The policy's core components include allocating additional resources to youth-specific shelters, supporting family reunification efforts where safe and appropriate, and establishing collaborations among local governments, nonprofits, and healthcare providers to create safer environments for vulnerable youth. The policy impacts various populations, including homeless youth, families at risk, service providers, and healthcare systems. Unintended consequences, however, could involve resource misallocation or the emergence of policy gaps where certain at-risk groups may still fall through the cracks, such as LGBTQ+ youth or those in rural areas. In a clinical setting, this policy can affect clients by creating more opportunities for stable housing and mental health support, which are crucial for recovery and resilience. As a clinical social worker, advocating for such policies is vital because stable housing and supportive services often serve as foundational elements in treatment plans, facilitating clients' progress and stability (Barker & Buchwald, 2020).

My initial work to change and support this policy involves raising awareness among stakeholders, including policymakers, community organizations, and clients, about the importance of comprehensive support systems for homeless youth. I plan to engage in advocacy by collaborating with local agencies to ensure policies are implemented effectively and culturally sensitive. This work also includes educating clients about their rights and connecting them with available resources.
