The United States healthcare system is a complex network that involves multiple aspects including delivery methods, financial structures, management approaches, and sustainability strategies. Among these, healthcare financing plays a pivotal role in determining the quality of patient care and health outcomes. The current fee-for-service (FFS) model incentivizes volume of services over quality, leading to higher costs and often unnecessary procedures, which can compromise patient outcomes (Chrvala, Sharda, & Stamenova, 2016). Conversely, value-based care models aim to align payment with patient health results, promoting more efficient and effective healthcare delivery (Ebenstein, 2019). Evaluating the effectiveness of these models reveals that shifting toward value-based systems can enhance patient outcomes by incentivizing quality over quantity, optimizing resource utilization, and reducing disparities.

A proposed healthcare reform solution is to expand the implementation of Accountable Care Organizations (ACOs), which coordinate care across providers to improve quality and reduce costs (Bhatt, 2020). By fostering collaborative care models, ACOs encourage better management of chronic diseases and preventative care, which directly impact health outcomes. The expected effect of this reform includes improved patient satisfaction, lowered hospital readmission rates, and reduced healthcare costs, benefiting both patients and payers.

However, the transition to value-based care and ACOs also raises concerns among stakeholders.
