Social capital refers to the social networks, norms, and trust that facilitate coordination and cooperation among community members, which can significantly reduce opportunities and motivations for criminal behavior. Human capital involves education, employment opportunities, and personal development, which serve as protective factors against engagement in crime.

One key initiative within this framework is community-based programs that foster social cohesion.
