A bill must gain support from a good number of members in the House. It takes courage and boldness to introduce a bill knowing that there will be direct opposition from friends and house members. A bill is later passed to be law meaning that a person can be convicted using the policy or set law.
Over the years, numerous bills have passed to law and are used to date. Also, some bill proposed has failed due to lack of enough support from the House members. Substance abuse is classified among the most cause of early deaths in the community, especially among youths. States hold different laws and policies when handling the issue of drug and substance abuse. The essay explains in details the passing of the bill on Substance Abuse service providers in Florida state.
The policy was passed in a usual session year. This bill was classified in the general bill that cater for Health and Human Services Committee. It also represented the children, families and seniors’ subcommittee thus. State law protects citizens from parties that have participated in distributing drugs and substances without a license. As such, the bill is essential for the public because it protects them from illegal substances that are not authorized.
Two representatives from Florida introduced the bill in the house. The representatives were Hager and Harrell. The bill was followed by a series of events and later gained support from; Abruzzo, Ahern, Bermanm Roth, Stevenson, and Willhite, the House representatives (Laws of Florida, 2017). The law was filed on February 13, 2017 was the first attempt on the bill, the main policy was directed to protecting vulnerable members of the public; the Children, Families, and Seniors, Criminal Justice, and Human Services Subcommittees. The law allows a prosecution to be conducted within the state in reference to the state law and policies.
Such criminal acts play a pivotal role in representing victims. The law also stiffens the punishment and penalties for operating substance distribution and sales without a license (Florida Department of State, 2017). Several demands also characterize the policy; it requires DCF to carry a background examination on all parties involved to services related to substance abuse. The background information is to be conducted on owners, directors, and clinical supervisors. The bill also ensures that people showing up in recovery residences are limited and that it gives authority to the court to command the application of the management records (Cooper, Marks 2006).
The bill is also essential because it reduces and eliminated some illegal sales and distribution of substances by imposing punishments and penalties. Ronald Dion DeSantis is the governor of Florida State. DeSantis is responsible of leading the state and earns the title of commander of the military. Within the state, there are several senators in charge of legislative operations. The legislators are formed by numerous committees, which enables the members to share knowledge and find solutions on issues within their control; committees also control governmental operations and state issues that need a legislative address (Laws of Florida, 2017).
There are several types of committees; the major parts include; the standing, special and select, and the joint committees. Every policy is created to serve a particular interest. In this case, the policy's primary role is to control practices of substance abuse service providers. The bill was initiated on July 1 2017, aiming to concentrate on children and families. The bill received strong support from Senators Harrel and Hager. Another essential role of the policy is to focus on misrepresentation and mistreatment of citizens in substance abuse cases.
Citizens need to be protected, and this is achieved by ensuring all marketing services have a license from the Department of Agriculture and Consumer Services to promote the defined substances. This bill qualifies to be supported because it ensures quality services by controlling service providers (Florida Senate, 2017). Within the Senate and Joint Committees of , committees play an essential role in discussing citizens problems and providing reasonable solutions. The Senate president required to name the chairs and members of the entire Senate committees. In the same house the speaker is required to name the chairs and the members of the House committees (The Florida Senate, 2017).
Select committees role is to give views regarding previous committees of the House. Attorney Dave Aronberg, the state Attorney, helped in passing the bill with his presence. A majority vote voted the bill as law during the regular year. By the time the bill was passed, Bill Hager was known to have never supported any bill before. However, Bill Hager had been directly involved in various groups advocating on drugs and substances use.
The most affected parties are children and families. When he chooses to support the bill, it was evident that the problem was a disaster that needed more attention. This law protects the minority and majority in a state; in this case, the law protects citizens who are being exploited or taken advantage of. The law protects people who are held captive by addiction. All traders will require certificates to operate and run a business that involves opioid.
A certificate will also apply if one wants to participate in the advertisement and distribution of opioid. Bill Hager introduced a bill that many regards as for the next generation. Law protects the public from deceptive marketing practices on the distribution of opioids. Every action that threatens the life of the public should be regulated by law. Drugs and substances are controlled by issuing a certificate to valid producers and distributors.
In case a person is involved in illegal distribution or marketing, there are penalties and fines involved. The law is set to protect the public from exploitation by certain parties who want to benefit their interests—the public need qualified leaders who are working toward making the life of all citizens easy. Leaders who spot a gap or problem in the community find a long-term solution in creating bills and laws. In the above case, drugs and substance use is a problem that requires often revisiting to make more changes. The public must always be the priority when leaders are making laws, especially at the state level.
In recent years, there are numerous bills passed aimed at improving health and health services. The department of health is increasing. This comes with numerous challenges that need an immediate solution. The House of a representative is at the forefront of ensuring that health is considered the first priority. Florida is among the states making numerous changes to ensure that the health department is running smooth.
